No, because the claimed 50mph is based simply on the gearing. I could put bigger gears on a conventional bike - it wouldn't let me cycle any faster.
Most power in cycling at any speed goes to overcome air resistance (except uphill, where it's going on gravity). The aero profile of that monster is enormously worse than a conventional bicycle, and it's obviously also heavier.
Using the arms is a Victorian-era bad idea. It doesn't work because for a regular cyclist the legs can use all the output of the cardiovascular system.
