- Should this department continue to exist?
- At what point can we say that our mission is accomplished and we should disband or severely reduce?
- If we have been working on this situation for ____ years and conditions have not improved, to what extent is it our fault?
- Why should divisions or departments that spend less be punished?
- How many employees and managers are poor performers? Why are they still here?
- Why is more work piled on the shoulders of the best employees?
- Is the relationship between management and employees one of allies or adversaries?

And the last bastion of them all must be the Pentagon.
