I think development is a dance between a manager and an employee. Someone may take the lead and someone may follow, and they will switch those roles too. Management should not ever let up on supporting employee development and the smart employee will work hard to develop themself - always.
I like your point about dual responsibility. In general, I'd say that the person has the greater role if only out of self-interest. We never leave the role of student.
