A Change

It was not a conscious decision, but it was a change. At some point, something ceased or something started and there was no meeting or special process which produced it. Perhaps it was the by-product of a group of other decisions; a collection shaped by events more than analysis.

Later, when someone asked why it happened, no one would be able to say. All that would be known was that it did happen. And those who were affected would be haunted by its ghosts.
