Parenthetically, on one occasion in reviewing a draft of the bill [which became the 1964 Civil Rights Act] Senator Dirksen gave a demonstration of speed reading that was awe-inspiring. Having been handed a thoroughly redrafted version of the bill, he paged through it about as rapidly as the pages could be turned - noting and commenting as he did so on every change that had been made.
