Not Re-Opening the Schools

Writing in Commentary magazine, Christine Rosen concludes that it's not about safety anymore. 

[A question I would like examined is whether teachers who are not in the classroom are able to dedicate part of what would normally be their work-day to political volunteer work. If that is the case, how many of them do so? In other words, is there a political incentive not to re-open schools?]
