Who is in the Room?
Machiavelli noted the value of observing the caliber of a leader's advisors. Compare the foreign policy circle around presidents, for example, and you'll get a quick grasp of the depth of the decision-making regardless of whether you agree with the decisions. You'll also get a handy assessment of the leader.
Management consultants sometimes get the opportunity to be a "fly on the wall" and observe the interaction of the decision makers. If you listen and observe carefully, it can be fascinating.
Sometimes, of course, it is scary.
