Look at the source. Who is he celebrating? It is possible that character as well was lacking when this was said by this person.

Aside from the fact that this insight is inelegantly "liberated" from Warren Buffet, who once said that you want integrity, intelligence, and energy in your managers - and if the first one is missing the other two will kill you.

I've seen the same idea expressed by more than Schwarzkopf and Buffett. Dee Hock has a similar thought but, if I recall correctly, he mentions integrity instead of character.
