The report nears completion but then more material - irresistible material - is discovered and so another draft is made.
That process has happened several times.
Now, however, the material is assembled and the draft is examined for flow and punch.
How do we want the readers to feel when they reach the end?
There can be many answers to that question but mine is simple:
Persuaded.
