Immigration Bill Agreement?

There appears to be a bipartisan compromise agreement in the Senate on the immigration bill.

Illegal immigrants who have been in the U.S. for five years or more can apply for citizenship. Those here less than that time must return home and apply for temporary worker permits.

Hmmm.
