Decisions and Impact



On more cynical days, I wonder about how much time is consumed by the following:

A program is adopted. People spend time trying to figure out what it requires. They then spend time trying to figure out how to work around those requirements. That stage involves determining which parts demand strict compliance and which can be delayed or ignored. 

More chunks of time go to talking with co-workers and complete strangers about the program. Add even more time for complaining. 

Little time is spent trying to get the original decision reversed.

Why?

Because that would be a waste of time.
