The Obstacle-Makers
Let us require extensive research that will never be used and lengthy reports that are certain to be ignored; all doomed to gather dust on a shelf.
Let us hold countless meetings and watch as people squirm at the thought of the real work that is piling up while they listen to five peers passionately make the same point about a project that is pointless.
Let us stack policies upon policies and adopt arcane procedures that conflict. Let us assign the same task to different teams. Let the turf wars rage as missions collide amid shouted buzzwords and rolled-up feasibility studies. Above all, let us never miss a chance to launch a reorganization.
We can do it again next month.
