Every few minutes another bus emerges from a dust cloud and stops, unloading dignitaries by the dozens. They are dressed the same: men in blue suits, women in high heels. But they are different. Some are black; some white; others Japanese, creating a cultural mix rarely seen in these parts in large numbers.
