The Strategy of Sloth
If we move ever so slowly we cannot be accused of inaction because hey, we're moving. We probably won't threaten any possible opponents because they're so nimble they will easily elude our glacial speed and by the time we take any serious ground they will have moved on or retired. We won't build a formidable coalition because our slowness will repel any serious allies. Issues that once were hot will be at room temperature when we get around to them. Our ability to delay will frustrate all impatient adversaries who will eventually seek battles where a clear and timely win is possible. People will mock and curse us as bureaucrats but they mistake our concerned expressions as a sign of caring. Our motto remains: "We will not be subdued." Let's appoint a committee.
