Regarding the UPS piece, a lot of companies have been doing this for years (before Obama became POTUS, and the ACA existed). My husband's employer basically operates as a giant self-pay cooperative/trust, with benefits administered by a 3rd party "name brand" insurer. About 10 years ago, they stopped covering spouses who had coverage elsewhere unless the employee paid a monthly "working spouse" fee, citing generally rising premiums and higher benefits payouts, and not enough inflow of payroll deductions to keep the program solvent over the long term. It turns out that they were exactly right, and taking this step at the time that they did helped to preserve fantastic coverage levels for employees overall, and for years into the future.
