How is it that when I ask you to do something or to get the Pentagon to do something, it gets done? Or you come back quickly and tell me why it isn't being done, or even how it is going to be done differently. But when I give one of the cabinet members an order or a directive, first it may never be given any attention whatsoever; and secondly, if it isn't acted upon, I may never hear of it.
