The Human Factor

You can give people plush offices. You can make sure they don't lose any money. You can load them up with lavish benefits. You can claim that any negative actions are strictly neutral and no reflection on their skills or achievements. You can even heap on the praise. But if they sense they are being disrespected or are losing status, then all of your logic will mean nothing. The human factor will always be felt.
