Get it down on paper and then keep moving the words around until they work. Get people in a room and keep them talking until a reasonable course of action emerges. Get the reasonable course of action in motion and then keep adjusting it to fit the circumstances.
Don't drift. Don't dawdle. Don't accept "We'll do it one of these days" or "We'll run it past five committees."
Get it moving.
