It is not a solution but it is the closest thing possible to a solution. It is a non-solution solution.
No one gets everything but everyone gets something. It is not win/win or lose/lose but is more accurately described as win-lose/win-lose. No one is happy but no one is terribly sad.
There are some problems where a non-solution solution is all that will ever be achieved. Given conflicting interests, it may be the best attainable result. That result should not be mocked.
