When there is a major problem, people will readily tell you all but one of the following:

1. What the problem is.
2. The history of the problem.
3. Who's to blame for the problem.
4. What should be done with those responsible for the problem.
5. Why the problem needs to be fixed now.
6. What will happen if the problem isn't fixed.
7. The practical ways to solve the problem.
