I've been subjected to the following: "I'll show them what I'm capable of, and they won't promote me because they're already getting the superior performance at a lower rate."

You cite a real risk. I've also encountered that one. The greater risk, however, is not showing them what you can do and then they reach the conclusion that you're not capable of more.
